The Annual meeting of Upper Norwood library joint committee ended in chaos again on Thursday 15th September – after Lambeth councillors boycotted it.

Croydon’s four Conservative Cabinet nominees had all turned up for the meeting in the library on Westow Hill.

But when Croydon’s culture chairman Cllr Sarah Bashford told more than 60 people who had turned up they would wait ten minutes for the four Lambeth councillors, Crystal Palace Comunity Association chairman John Payne told her he had received an e-mail that afternoon saying they (Lambeth) would not be attending.

After the committee meeting was abandoned because it was ‘not quorate’ and the Croydon councillors and two officers had left, a second informal meeting followed – where people were told that Lambeth councillors had boycotted the meeting on the grounds that any decision taken would have been open to a legal challenge in the courts.

At the cente of the dispute is a committee decision taken in 2006 which agreed that two local ward councillors from Croydon and Lambeth should sit on the eight-strong committee. (see below).

The meeting heard that John Payne, a library campaign committee member, fellow CPCA committee member Mike Warwick and library campaign secretary Pam Gray, had taken professional advice.

They had been told that if the meeting had proceeded on the basis of having four Croydon councillors, none of whom represented local wards, sitting on it then any decision would have been unlawful and any meeting would not be properly constituted and any decision/s taken would be unlawful and subject to legal challenge.

Solomon Agutu, described by Cllr Bashford as Croydon’s legal adviser, had earlier said: “This is a legal agreement and Mike Fisher( Croydon council leader) has responded to a lot of questions about the issue in detail.

“It’s important that people who wish to challenge the legality of the agreement should do it in the right place and no here. “It’s incumbent upon them to raise it through the courts. “This meeting is not designed to give legal guidance. “For that reason I’d prefer not to discuss the legalities.” (Mr Agutu left along with the Croydon councillors)

Mr Payne told the informal meeting: “What we have seen tonight is a travesty for those people who value this library.”

One angry lady who left as the committee meeting was abandoned told councillors. “I didn’t realise the political debate I’d be getting myself into. “I can’t believe I’m wasting my time listening to it.”

The mother-of-two, who declined to give her name, told me: “I came to support the library.”

However, Upper Norwood library is about 40 per cent cheaper to run than any other library, Joe Figuero – chairman of the library campaign – told the informal meeting.

“If they followed the model for this library around the country they would not have to get rid of librarians. “They would have lots of books on their shelves.

“Money gets wasted on corporate spend. “This library is not liked. “It’s an example where you can protect libraries, can protect services.

“In this library every single member of staff meets the public.”

Mr Figuero’s comments came after a report which would have been considered by councillors revealed that Upper Norwood joint library costs far less to run on average than any library in either Lambeth or Croydon boroughs:

Pam Gray told the informal meeting that on a number-crunching issue Lambeth could save all the money they needed to by using the Upper Norwood model in Lambeth.

“I suspect it’s led by officers and they haven’t got the guts to do that” she added.

Pam Gray emphasised that Lambeth have been very supportive of Upper Norwood library and that there are people in Lambeth who recognise how valuable the library is.”.

“Another insult to the people of Crystal Palace and an affront to local democracy” – CPCA.

The annual meeting of Upper Norwood library’s joint committee takes place Thursday -14 months after the same meeting ended in complete chaos.

Last year’s chaos was triggered by Croydon’ Conservative councillors’ insistence in trying to install four cabinet chairmen on the committee – a move Lambeth councillors and library campaigners said Croydon had no right to do so.

This year Croydon’s Conservative councillors have again nominated four cabinet chairmen for the committee – and this year’s nominations include Cllr Steve O’Connell, Greater London Authority member for Croydon and Sutton.

The row centres on two sets of decisions taken by the library joint committee.

The first was back in 2006 when the library committee agreed a resolution that local councillors – two from Lambeth and two from Croydon – should sit on the eight-strong committee of what is the UK’s only independent library, run jointly by Croydon and Lambeth councils.

The resolution, taken by a committee chaired by Lambeth Conservative Cllr Russell A’Court, said that a report would be presented to Lambeth’s executive committee on February 13th and then to its full council on February 22nd and to Croydon’s cabinet on March 13th 2006. The moves were made in accordance with section 15 and 16 of the Local Government and Housing Act 1969.

At the following month’s meeting it was reported that Lambeth had agreed to change the joint agreement at their executive meeting on March 13th with the item being reported to full council on February 22nd. Croydon – at that time in Labour hands – had agreed to amend the joint agreement under delegated powers.

The second decision came in June 2007 when the committee agreed to recommend to both Croydon and Lambeth that: “executive / cabinet members from each council, to avoid a conflict of interest, should no longer occupy the role of chairman of the library joint committee.”

By then the committee membership had changed completely. It was Croydon’s turn to chair the committee and the new chairman was Cllr Steve Hollands – Croydon’s very own cabinet chairman for culture and sport.

The 2006 council elections had seen the Conservatives retake control of Croydon council from Labour in which they regained two of three council seats in Upper Norwood ward and two of three council seats in South Norwood ward.

Three of those newly-elected Conservative councillors – George Filbey (Upper Norwood) along with Robert Askey and Luke Clancy (both South Norwood) duly took their places on the library committee along with a fourth Conservative from outside the area .

In last year’s council elections Labour took every council seat in the Croydon North constituency including Upper Norwood and South Norwood wards- and the Conservatives threw their toys out of the pram.

In theory, giving Labour councillors two seats on the committee would give Labour a six-two majority in any vote taken, Labour having gained all three Gipsy Hill ward seats on Lambeth council from the Conservatives.

In practice – certainly over the past few years – the library has, on the vast majority of occasions involving committee decisions, taken precedence over political differences.

In a stinging attack on Croydon’s Conservatives the Crystal Palace Community Association, in a joint statement with the Upper Norwood Library Campaign, said: “Croydon Council in a clear breach of Croydon and Lambeth’s joint agreement have, for the second year running, nominated four cabinet councillors from the far south of the borough to serve on the joint library committee.

“This is a blatant breach in that the agreement is clear that at least two nominated councillors from each borough must be from the Upper Norwood area.

“Given the cabinet members’ wide range of commitments, how plausible is it that these councillors will have the slightest interest, local knowledge or time for the Upper Norwood library? “Croydon’s behaviour is yet another insult to the people of Crystal Palace and an affront to local democracy.

“We ask all those who care about the future of our Library to attend the AGM.”

The meeting, being held in the library at 39-41 Westow Hill, SE19 starts at 6.30pm.

CROYDON’S CONSERVATIVES see things  differently.

Cllr Sarah Bashford, Croydon’s  cabinet member for customer services, culture and sport, acquired the nickname ‘Book Token’ after reportedly suggesting it would be cheaper to hand out book tokens than it would to lend books from six of the borough’s branch libraries which are threatened with closure.

“By regulations made under the Local Government Act 2000 library functions are

functions of the cabinet, in other words ‘executive functions’.

“It follows that if either party (borough) wished to amend the agreement it would have

to seek the agreement of the other party (borough). “The functions of the committee

(terms of reference) do not include the ability to change the agreement itself, although

the joint committee can make lawful recommendations to cabinets of both boroughs.

On April 29th 1922 three young children – the eldest not more than seven years old – moved through a huge crowd that had gathered in Upper Norwood. Each child placed three daffodils – the stems covered with brown tissue paper - in memory of their ‘Dear Daddy’.

The occasion was the unveiling of Upper Norwood’s war memorial. The South London Press report of May 5th 1922 does not name the children or who their ‘Dear Daddy’ was. There are no names on the Upper Norwood war memorial. Unbelievably there seems to be no official list of those names that would (should) have been placed on it.

The following list of those Upper Norwood residents and people who worshipped in various local churches and who gave their lives in The Great War is:

a) almost certainly incomplete; and

b) almost certainly inaccurate in some places.

There are plaques to the fallen in three of the five parish churches which cover various parts of Upper Norwood – All Saints on the corner of Church Road and Beulah Hill; St Paul Penge which is actually in Hamlet Road SE19 off Anerley Road and St John’s in Auckland Road. St Stephen’s Dulwich has a memorial cross outside the church with the names of those who fell. The plaque in Christ Church, Gipsy Hill was destroyed along with most of the church in the huge fire of 1982.

There are also plaques in Upper Norwood Methodist Church off Westow Hill and the former St Andrew’s Presbyterian Church in Westow Street which is now the Greek Orthodox Church. Two other churches which stood at the end of the First World War no longer exist. According to Dr Ron Cox, who wrote the Croydon Inventory of War Memorials, all the names on the wooden board (which no longer exists) which stood in St Margaret’s in Chevening Road also appear on the All Saints memorial. Central Hill Baptist Chapel, which stood on the corner of Gatestone Road and Central Hill was destroyed by enemy action in World War Two. Whether it had a memorial or not I have yet to ascertain.

St Aubyn’s which stood on the corner of Church Road and St Aubyn’s Road had a memorial window whose unveiling was reported in the Croydon Advertiser of November 15 1919.. Likewise, I have not yet been able to ascertain whether it had any plaque to the fallen of the Great War.

Among the names listed here you will find two men who were awarded the Victoria Cross (one of whom was among two local men awarded the Croix de Guerre).

They came from all walks of life and all classes – fishmonger’s assistant, golf caddie, policeman, shoemaker and two Reverends. And a wide age group including one 16 year old and, as I’ve just been able to finally establish,  there is also one woman on this list.

Among the first local men to die was John Stubbins (6.9.1914) whose name is on the memorial in St Paul. Among the last, a former Rockmount pupil Francis Henry Martin (12.10.1918) and Arthur Edward Prosser 23.10.1918) whose name is on both the St Paul and Penge war memorials.

Queen’s Road – now Queen Mary Road lost at least 11 sons; Moffat Road, Thornton Heath at least seven;  St Hugh’s Road, Anerley at least 10 and Woodland Road, Upper Norwood at least six along with one former pupil of Woodland Road school. At least nine of those named here – and probably more – all died on July 1, 1916 the first day of the Battle of the Somme which in one day saw the deaths of 19,240 British and Commonwealth troops.

Among those who died on that day was one person posthumously awarded the Victoria Cross; two former pupils of what was then Rockmount Road school and three men from the parish of St John’s. (Just over a month before, HMS Indefatigable and HMS Queen Mary were sunk in the Battle of Jutland. 1,017 men died on HMS Indefatigable; 1,266 on Queen Mary. You will find the names of one man from each ship here as well.)

Some of the people listed here may have lived in your road. Just possibly they lived in the house where you now live. Spare a thought for them. Without them (and those who gave their lives in World War Two) I wouldn’t have been able to write this article……and you wouldn’t have been able to read it.

CHRIST CHURCH, GIPSY HILL

The original memorial in Christ Church was destroyed in a huge fire in October 1982. A service on Friday August 4th 1916 listed 26 “gallant men from the parish and congregation who have given their lives in the war” and whose names were recorded in the Christ Church parish magazine dated July 1916. (See below). Five others were named in the magazine up to and including December 1916. The church currently has no further copies of the parish magazine until 1925.

In what is now the Greek Orthodox Church of St Constantine and St Helen on Westow Street there is a memorial tablet to 12 men who worshipped in the building when it was St Andrew’s Presbyterian Church and who died during the Great War (or First World War). Their grave, and/or the memorial on which their name appears, is given at the end.

Gazetted January 1915 on his return home from the Argentine. Shot by a sniper near Ypres while serving out ammunition to his men. Died Flanders 25th May 1915 – a week from the time of his leaving home. Panel 19 – 22. Ypres (Menin Gate) memorial.

EDWARD HOERNLE PIPER. Lieutenant age 19 Royal Air Force 57th Squadron. Son of Dr and Mrs Charles C Piper of Aleppo. Enlisted September 1916. Served as a pilot from November 1917 to May 15, 1918 when it is believed he was killed with his observer in a crash over the German lines near Carnoy. Died 15th May 1918. Sp Mem 9 Carnoy military cemetery.

PATRICK JOHN GORDON POWELL.  Lieutenant age 21. Royal Flying Corps 13th Squadron. (Secondary regiment Army Service Corps). Son of Mr and Mrs F W Powell. Had several narrow escapes when taking photographs of German gun positions, his plane being shot through on more than one occasion. Reported missing 2nd April 1917.  In August 1918 the German Red Cross reported he and his observer had been killed and were buried at Willevel. Arras Flying Services memorial.

FRANCIS WATSON ROBARTS Second Lieutenant, Age 33. London Regiment. (London Scottish). 14th Battalion. Born Woodford, Essex March 5th 1882. Son of Nathaniel Francis and Margaret Elizabeth Robarts of 23, Oliver Grove, South Norwood. Enlisted September 1914. Died 13 October 1915 in his first regular engagement while leading his platoon in an attack on the German lines near the Lens-La Bassee Road. Sp Mem 14 Dud Corner cemetery, Loos.

He is recorded variously as Superintendent of the New Town Sunday school by one source and Sunday school teacher 1906-9/Superintendent 1911/15 in a book on the history of St Andrew’s called ‘The Candlestick’ which states: “Keen and faithful at all his work and simply beloved by children.”

JAMES SMITH. Sergeant, Seaforth Highlanders. (Listed as Lance Serjeant on the CWGC website). Son of Mr W M and Mrs J D Smith of Lundie Castle near Dundee. Enlisted September 1914. Wounded August 3rd 1917 and died in hospital at Wimereux August 7th 1917. Wimereux Communal Cemetery.

Husband of R H Turner (nee Russell) of St Abbs, 51, South Norwood Hill (home of wife’s parents). Wounded at St Quentin on 21st September dying the same day.  (1915 in the St Andrew’s brochure, 1918 on the CWGC website). I D 22 Doingt communal cemetery extension.

The tablet is a solid bronze tablet on a marble background. The sources for the information above are: Croydon Advertiser of Saturday May 15th 1920 which contains a report of the tablet’s unveiling; a brochure of the unveiling of the plaque on Friday May 7th 1920 by Major-General The Very Rev J M Simms, principal chaplain with the British Army in the field 1914-1920;  Croydon and the Great War (together with the Croydon roll of honour) ed. by Alderman H Keatley Moore and W C Berwick Sayers; and the Commonwealth War Graves Commission website.

The brochure lists all those linked with the church who served during the Great War including a Miss Frances D McGregor, Queen Mary’s Army Auxiliary Corps. Among the list of subscribers to the brochure is a Mrs Jane Smith. Whether they have any connection to those listed above I am unable to say.

The unveiling of the memorial was reported in the Penge and Anerley Press May 28th 1921. Bishop Taylor Smith dedicated the memorial to “the men of this parish and the congregation”.

Parish Boundaries (based on a map at Bromley LSL) : Up Fox Hill, along Lansdowne Place then along Church Road into Crystal Palace Parade almost to its end. The boundary then goes into Crystal Palace Park where it appears to follow the old boundary of Penge urban district council down to Thicket Road, along Thicket Road to the railway bridge, turning left into Anerley Park Road and Castledine Road across to the railway line, along the railway line towards where the Bromley and Croydon borough boundaries meet, then back up the other railway line towards Crystal Palace, veering off back towards Fox Hill.

AS I WROTE AT THE BEGINNING: Some of the information is missing, some of it almost certainly inaccurate. The CWGC Roll of Honour appears to be based on a form being filled in by families.

If these forms were not filled in by families – and half the nation could not read or write at the time – it appears to have been left to the services who provided basic details: surname, initials. rank, number, what units etc they were attached to, when they died and where there is a grave or memorial to them.

The following lists give: firstly: the locations of the cemeteries where those listed who have a known grave are buried and, secondly: the memorials listing the names of those who have no known grave. Details are taken from the Commonwealth War Graves Commission website www.cwgc.org and from the book ‘Courage Remembered’ by T A Edwin Gibson and G Kingsley Ward (Her Majesty’s Stationery Office London 1989).

If you are ’Googling’ on the Internet you may find it easier to type in the name of the cemetery followed by ‘cwgc’. In most cases the first item on Google will take you directly to the particular part of the cwgc website which gives details of the location of the cemetery/memorial, its history and the battles/incidents which took place in that area. And will also tell you how cemeteries such as Cabaret-Rouge, Windy Corner and Adanac got their names….

On March 14 2009 in a story in the Daily Mail headlined: ‘Unknown no longer. Thousands of WW1 dead could at last be identified’. Alexandra Williams reported that British historian Peter Barton had unearthed an archive, virtually untouched since 1918, in the basement of the Red Cross HQ in Geneva. The archive contains details of the death, burial and capture of more than 20 million soldiers from 30 countries involved in the First World War. When the Admiralty moved into the Palace there was dust and dirt everywhere. With the aid of an unspecified number of vacuum cleaners and the cleaning of sections of Paxton’s glass house day by day it was all removed. The Palace’s statuary was packed up and, along with the Admiralty, the YMCA moved in. The Egyptian, Grecian and Roman courts in the Palace’s centre transept along with the Moroccan and Alhambra courts, North Tower gardens and the theatre – an area of 3,000 square metres - were placed at the YMCA’s disposal and used for reading, writing and concerts. The reading and writing rooms in the Egyptian and Roman courts provided accommodation for more than 700 men at one sitting. The Alhambra court had 14 billiard tables in constant use in the off-duty hours. The concert hall became a mess room but still staged many high-class concerts.

Bath time wasn’t a problem. There was a register of local houses where free hot baths could be obtained. For swimming lessons the men were marched along Church Road and down South Norwood Hill to the South Norwood baths, then in Birchanger Road. Regular field day sports were held on the football and sports grounds at the Palace.

In October 1914 the Benbow, Hawke and Collingwood battalions were sent to Antwerp to try and save the city from the invading Germans only to find they were too late. 1,500 were taken to neutral Holland where they remained for the duration of the war. They were first placed in a Dutch military barracks called Kazerne on the outskirts of Groningen. Christmas dinner was celebrated with turkeys, ham and puddings (and one bottle of beer per man) sent by the English people.

On January 16th they were moved into some wooden huts built on recreation fields opposite the Kazerne. Three huts, housing about 500 men each, became known as Timbertown.  Eight or nine other huts housed workshops, a recreation hall, gymnasium, post office, sickbay, cook’s galley and offices. In the workshops the men made fancy boxes and photo frames etc for sale in England. The workshops also had its own barber, tailor and boot maker. The recreation hall housed the Timbertown Follies started by Fred Penley, son of the author of ‘Charley’s Aunt’. There was also a Timbertown Operatic Society.

With the Royal Naval Division on board HMS Crystal Palace & Elsewhere

On June 6th 1931 the Prince of Wales (later Edward VIII) unveiled a memorial – in those days termed a trophy – on the lower terrace of the Palace to the 125,00 men of the RNVR who had trained at the Crystal Palace. It was moved in the 1980s following increased vandalism and theft from the memorial and now stands near the entrance to the park’s Sydenham gate.

Yes folks! It’s time for – Mock the Week!

BBC2′s ‘Mock the Week’ (Thursdays at 10pm) often has a sketch where one comedian – usually pretending to be a government spokesman – gives the official viewpoint while a second – usually Hugh Dennis – says what the government actually mean. The host is Dara O’Braian.

For the purposes of this item, Andy Parsons, the bald headed one, (or the follicly challenged one if you’re one of those politically correct sorts) is the first comedian. Jerry Green wrote the script:

Dara: OK. Your subject tonight is Upper Norwood joint library. Andy Parsons, you’re the Croydon council spokesman reading the council”s press release, Hugh – you have to say what Croydon council actually mean.

Andy: “Croydon council has proposed an unprecedented joint approach to making Upper Norwood’s library more efficient as part of its ongoing commitment to reduce public spending.”
Hugh: “We want to cut the library’s budget.”

Andy: “The council has asked neighbouring Lambeth – which co-funds the library as part of a unique contract between the two boroughs – to work with Croydon to bring costs down at the library.”
Hugh: “We want to cut the library’s budget.”

Andy: “Sitting on the border of Croydon and Lambeth, Upper Norwood is the only library in the UK which is not under council ownership – instead being run by a completely independent committee, which is funded jointly between the two councils.”
Hugh: “Well…er…up until 26 years ago it was.”

Andy: “Although the library provides the same services as a council-owned facility…”
Hugh: “Waggle and Hum, ABC Club, local studies library, a place for councillors to hold their surgeries….”
Andy: “….it costs almost £100,000 a year more to operate than the average library…”
Hugh: “….but less than Croydon central library…”
Andy: “, with the £400,000 running cost split between the two councils.”
Hugh: “….Lambeth pays more than £200,000. Croydon pays less than £200,000.”

Andy: “Costs have also increased by around £10,000 for each of the last three years, while other library costs have remained static.”
Hugh: “We put in a brand-new self-service machine system in Upper Norwood. “But not in the other libraries.”

Andy: “The saving would be equivalent to extending opening hours at all the libraries in Croydon, or increasing the borough’s stock of books by 25 per cent.”
Hugh: “We don’t plan to extend opening hours at any of our libraries in Croydon. We’ve just shut South Norwood for an extra day. “We don’t plan to increase the borough’s stock of books by 25 per cent. “Think of all the extra shelving.”

Andy: “To ensure taxpayers’ interests are maximised, Croydon has approached Lambeth to seek a cross-political approach to bringing costs into line with other libraries in the area.”
Hugh: “We may not get four Conservative councillors on the committee after all. “We want to cut the library’s budget.”

Andy: “This could involve putting the library under the control of one of the two councils, with both contributing the standard amount of funding required to run a branch library.”
Hugh: “We want to cut the library’s budget.”

Andy: “Cllr Sara Bashford, cabinet member for culture and sport at Croydon, said: ‘Firstly we are absolutely clear that Upper Norwood library is an asset to local people and we want it to stay that way. That’s our aim.’,”
Hugh: “In our council election leaflets for May 6th we issued one headed: ‘Upper Norwood library – only the Conservatives care. We stated that over the past four years Croydon’s Conservative council had increased funding to the library every year. “We pointed out this was in stark contrast to ‘years of neglect under the Labour party when funding was actually cut!’.” “We want to cut the library’s budget.”

Andy: “However with every council currently looking at the way it spends money,…”
Hugh: “We want to cut the library’s budget.”
Andy: “…we can’t ignore the fact that, over the next five years, the current arrangement will cost taxpayers almost £500,000 more than we spend on any other library.”
Hugh: “We spend more than £1 million a year on Croydon central library. “We want to cut the library’s budget.”

Andy: “We know both authorities can operate successful libraries on a lower budget without any damaging effect on what’s provided – so it would be negligent not to consider the issue as we look to get the best value for residents out of every pound.”
Hugh: “Which is why the salaries of the council leader, the two deputy council leaders, the 10 cabinet members and the scrutiny committee chairman’s salaries are all going up next year. “We want to cut the library’s budget.”

Andy: “We know that public services are facing unprecedented financial pressures.
Hugh: “Yes. The council leader will be getting £64,824 a year, up from £53,314. The two deputy leaders will be getting £48,618 each, up from £46,494 each;….
Andy: “Therefore it’s absolutely logical that council and political groups work together to ensure taxpayers get the best value for money.
Hugh: “…cabinet members will get £45,377 up from £35,154. The chairman of the scrutiny committee will get £45,377. That’s up from £35,154.But councillors will be getting less. That’s because there’s more Labour councillors than there used to be.”

Andy: “We believe, based on 15 other libraries we run, that local residents can get the same service for less money.”
Hugh: “I have here, in my hand, this piece of paper…”

Andy: “That is what we are all paid to do, regardless of political persuasion.”
Hugh: “So Cllr Bashford gets an increase of just under £2,430 next year.
“We want to cut the library’s budget.”

(Note: The above – as ‘spoken’ by Andy is a full transcript of the Croydon council press release with only the last paragraph removed as it was a repeat paragraph.

On page four of its January newsletter the Upper Norwood library campaign – which puts posters announcing committee meetings around the area headed ‘Save Upper Norwood library’ – states:

“RUMOUR: Upper Norwood joint library (UNJL) will close in 2010.

RUMOUR:If the Tories get in in Croydon and Lambeth UNJL will become a branch library.

RUMOUR Croydon are serious about pulling out of the UNJL joint agreement”.

But Clllr Eddy Arram – vice chairman of the committee which oversees the library – angrily denounced the claims at the library’s joint committee meeting on Wednesday January 27th.

Referring to the campaign newsletter as ‘rags like this’ he called for the rumours to be withdrawn immediately.

“One of the reasons the library is not succeeding as well as it should do is the negativity and the actual lies that are being pushed around. It undermines not only this committee but worse – it undermines the staff”

(At this point Cllr Arram was interrupted from the floor by CPCA chairman John Payne who said: “Arrant nonsense. This is divisive deliberately”)

Cllr Arram told the meeting misinformation about the library which had been going on the Internet for many years was having a negative effect.

He said when he was committee chairman (2008 – 2009) people were reading information which was three or more years out of date – and not joining the library because they thought it was going to close.

“When they found it was open they marvelled at the services and realised the information was negative.

“The resources we have may not be as much as we’d like but this library is providing a good service to all its people and doing it within a financial constraint to a very good level.

“Last year it was only a couple of thousand pounds overspent. This year it’s on target. It says a lot for the way the staff has been working. It’s a pity rags like this don’t acknowledge this and the efforts put in by both councils.”

He said chief librarian Bradley Millington was doing an excellent job with a limited amount of money.

“He has taken the lead over and above providing services in this library ahead of Croydon and Lambeth. We’ve got self service which some people think is shocking – but it allows staff to provide extra services within the library. It’s a positive step forward.

“Every library needs to look at what its neighbour is doing and learn from that. Libraries in Lambeth and Croydon can learn from Upper Norwood” he added.

Library campaigner Pam Gray insisted that what was written was “properly researched”. The rumours were verbal rumours, she added.

She told Cllr Arram: “You obviously feel very aggrieved at these rumours but they come from within Croydon borough. We don’t know if it was Croydon officers or members of the public but we heard these rumours and that’s why they were reported”.

Mr Payne – a co-opted member of the UNJL committee – said there was no shortage of money in Croydon – except when it came to funding the library. “We are not being treated fairly by Cllr Arram and other councillors on this committee” he declared.

Support for Cllr Arram (Con. Ashburton) came from an unlikely quarter. Library campaigner Richard Francis said the front page of the campaign’s newsletter was “extremely positive”. He had opened it with bated breath only to be disappointed from page two to its end. “It was negativity” he added.

CUTBACKS IN local government funding could hit Upper Norwood joint library even harder than other libraries, the meeting was warned.

Cllr Graham Pycock said there was a danger that someone in Croydon and someone in Lambeth could suggest a four, five or 10 per cent cut across the board for budgets of individual libraries.

That would mean cuts in Upper Norwood’s budget being made at even higher levels than other libraries because of previous underfunding.

His comments came as the meeting discussed a written report which showed that in the 2007 – 8 financial year Upper Norwood library’s cost of service per 1,000 population was £12,117 – compared to a Greater London average of £23,534.

Cllr Robert Askey (Con. South Norwood) said there was a significant trend across London where library authorities were having to make very, very serious cuts and find very serious savings – and not just in Croydon and Lambeth.

Issues like the housebound service were not provided by Upper Norwood library but were provided in Croydon by Croydon library services. He accepted it was a very small matter but it was one of the factors that had to come into the funding.

“I’m slightly concerned when I hear figures about linking it to what a library authority spends proportionately.

“If Croydon decided to make savings and it was going to cut its library service you wouldn’t want that cut to be replicated – you’d want that grant to be looked at separately” he added.

Cllr Pycock (Con. Gipsy Hill) said: “We are a joint sub-committee of both council cabinets. We’re obliged to say what this particular library needs this year.”

The next meeting of the committee takes place on Thursday March 3rd.

HISTORICAL NOTE: The library, established in 1898 as an equally-funded facility, opened on July 4th 1900. The principle of equal funding was reaffirmed in both the 1922 and 1994 agreements.

In the 26 years since the start of unequal funding in 1984/5 equal funding had been achieved only once. The library currently has 11 staff in full time employment and is currently carrying two vacancies.

He has drafted an eight-point charter which he says promotes a “clear and unambiguous commitment” to the library, which is jointly run by Croydon and Lambeth councils.

Main points of the Charter include:

*ENSURING the provision of a library service which is specific to, and defined by, the needs of the Crystal Palace and Upper Norwood community and which is “as distinctive and diverse as the locality it serves.”

*RETAINING and continuing the joint library agreement by both Croydon and Lambeth together with the legal obligations enshrined within it.

*RECOGNISING that all service benchmarking of the library with other library authority services (of costs, budget, performance, value for money etc) shall be on the basis of ‘like for like’ comparisons.

*RETAINING the principles of equal funding, ownership, influence and representations by both Croydon and Lambeth

*RECOGNITION by members of the library joint committee of their ‘inherent obligation’ to promote, support and advocate the UNJL both within their respective councils and throughout the wider community.

*RETENTION of the traditional and long-standing independent governance and management arrangements for the service, with the joint library authority managed by the joint library committee.

Introducing the Charter to fellow members of the library’s joint committee at its meeting on Wednesday January 27th Lambeth Cllr Malone – who is not seeking re-election to the council in May – said: “The one legacy I want to leave is to try and leave you with some sort of future.”

In his proposal – which fellow committee members and members of the public were given to take away and consider, Cllr Malone says: “Signing up to the Charter would be an indication of present and future commitment that should help allay the anxieties of both library users and staff. “Both the library’s users and staff strongly support the continued independence of the library.

“It is hoped that all current and future committee members – whether councillors or community representatives – would be enthusiastic and happy to support and sign the Charter.”

Welcoming constructive criticism – both positive and negative – Cllr Malone adds: “What more appropriate a way to mark our 110th year than to sign a Charter in time for our anniversary, which falls on the 4th of July – Independence Day.”

Her comments came as members drew up plans to hold a meeting with officers from both Croydon and Lambeth councils – which jointly fund the country’s only independent library – to discuss drafting a new agreement on how the library is funded.
“This committee seems to be underpinned by anxiety and distrust” she said. “This isn’t a good sort of meeting. I’d like us to sit round the table and have a grown up discussion and recognise that this is a very important service. “It seems there’s endless circles to these arguments.”
Cllr Heywood said the idea of the proposed meeting of the two cabinet members and other members reported to the previous meeting in July had gone down very badly. She said she had been “very heavily lobbied” for that meeting not to go ahead.
Cllr Heywood said she had not intended to have a meeting with Cllr Steve Hollands – Croydon’s cabinet member – in front of an audience. The matter should be discussed by the committee, not just the two cabinet members.
“But it has to be done on the understanding people will behave in a way that means we can have a sensible discussion.
“I’m not prepared to invite officers along to sit and listen to this kind of discussion. They are not going to support this library if they hear this sort of nonsense. I don’t think it would benefit the library.”
Cllr Heywood suggested setting up a small working group of the chairman, chief librarian and a member of the library campaign group to discuss how the meeting could be put together and what papers needed to be circulated.
Earlier Cllr Graham Pycock, a former chairman of the committee, said there was a lot of suspicion about both officers and committee members and “a feeling of great frustration this unique library has suffered from inconsistent and insufficient funding.”
There had been years and years and years where both Lambeth and Croydon had failed to increase funding to Upper Norwood in line with their own libraries.
Politicians and officers in both boroughs had been obstructive. “Politicians feel they are the king of the castle – they are very reluctant to concede power and allow administration to a lower level” added Cllr Pycock (Con Gipsy Hill)..
“This library is withering on the vine. We don’t want a meeting for the sake of a meeting The agreement doesn’t work – it hasn’t worked for years. There needs to be a new agreement which allows for funding which keeps pace with mainstream funding in both boroughs.
“The years of not funding Upper Norwood cannot be allowed to continue. In the light of its fantastic performance that’s outrageous. It’s important this library doesn’t suffer more than mainstream libraries on both sides of the border.
“In an environment where both boroughs are cutting where do you think they are going to cut first? We’re in a very vulnerable position.”
Cllr Suzanne Poole (Con Gipsy Hill) said the agreement did not oblige Croydon or Lambeth to increase funding in line with inflation. There needed to be a more specific agreement which required the boroughs to provide a sufficient level of funding and a formula which took into account services provided by each borough with safeguards put in for inflation.

*The current agreement runs until 2014. The committee’s next meetings are scheduled for Wednesday January 27th 2010 and Wednesday March 3rd 2010.

Half the IT capacity – which is five or six years old – has already been lost, chief librarian Bradley Millington told the committee.
There might be a small amount in the coffers at the end of the financial year in March – but that was partly on the basis the library had been carrying additional vacancies which put a lot of pressure on people.
A report to the committee said a capital bid to both parent authorities would be required for 2010-11 with replacement ICT public access and staff networks costing £25,000 to £30,000 one of the main priorities.
Other priorities include provision of improvements to ensure 24-hour access to library services.
This would include web access to the library catalogue and the ability to self-renew and self-reserve library items from home etc – a system already implemented by other local library services.
